The book discusses three important aspects of the post-independent democracy. These three aspects include decentralization, transparency, and localization of the democracy. In India democracy is a modern phenomenon, which came into existence in the process of nationalism against British imperialist colonial domination. The founding fathers of the Constitution provided right to equality for all the citizens, but there were issues of decentralization, transparency and social basis of the democracy. There are serious attempts to overcome these issues through amending Constitution, enacting new laws and policies. As a result of 73rd and 74th Constitutional amendment Acts, India has got unprecedented leadership at the grassroots level, while extending social basis to the women and historically marginalized communities. The Acts also provided the participation of citizens in the decision making and distribution of the fruits of development. Similarly, the introduction of Right to Information Act resolved a contradiction between colonial Acts vs. Indian Constitution to intensify the process of paradigm shift model of Development. Democracy, for that matter any political system, requires social forces for its effective operation. The post-independent democratic political system created favorable conditions for the participation of multiple social forces and at the same time these social forces also started mobilizing through various instruments of get their due share.
